• Implementing water- and ocean-related laws, decrees, rules, and policies; drafting
water- and ocean-related local legislation and policies; and organizing to
implement local decrees, rules, and policies.
• Based on municipal, social, and economic development comprehensive plans,
formulating and organizing the implementation of municipal water and oceanic
master plans, medium and long-term plans, and annual plans; formulating water
function zones and ocean function zones, with relevant departments; participating
to formulate river basin plans, including plans for flood control, water resources
and oceanic/coastal economics, resources and the environment, and so on.
• Being responsible for integrated management and protection of municipal water
resources (surface and groundwater); formulating and organizing medium- and
long-term water supply and demand plans, water resource allocations, and regulation plans; organizing a water abstraction permit system, a drainage permit
system, and water resources fee collection; verifying the water pollution assimilation capacity of water bodies and providing opinions on limiting the total pollutant
discharge volume for a water body; and planning water use and water saving.
• In cooperation with relevant departments, managing coastal beach resources, organizing to compile and supervising to implement coastal beach resources development, use and protection plan and annual plan; and managing the sanding of the
river course of the Yangtze River.
• Being responsible for flood control and drought resistance, and conducting the
daily work of the municipal flood-control headquarters.
• Being responsible for municipal hydrological works, organizing to conduct hydrological and water resources monitoring, hydraulic gauging stations, and network
construction and management, and issuing hydrological and water resources
information, hydrological forecasts, and water resource bulletins.
• Being responsible for sectoral management and supervision of water resources,
water supply, and drainage; researching and proposing economic regulations for
water affairs pricing and finance; and participating in the management of water
affairs and oceanic capital use.
• Overseeing municipal river courses, lakes, and coastal dykes; organizing, guiding,
and supervising water affairs engineering construction, operation, and management; overseeing quality, security, and management of water affairs engineering
construction; and overseeing key cross-regional water infrastructure construction,
operation, and management.
• Managing rural water resources; organizing and guiding irrigation infrastructure
construction; and organizing to implement water and soil conservation projects
with relevant departments.
• Supervising and managing the coast and sea islands.
• Protecting coastal and sea environments.
• Conducting water and oceanic law enforcement and handling violations; coordinating departmental and country water disputes; and coordinating water and
oceanic emergencies.
