15.5 External Factors Impacting Agricultural Water
Resources Management
Besides internal reforms, external factors can have an important influence on agricultural water resources management. These policies are normally used as incentives
to improve agricultural water resources management.
15.5.1 Multi-channel Financing
A multi-channel financing system has been developed in China for agriculture. In
order to increase investment in agriculture and water resources, China has developed a comprehensive public financing system consisting of general public expenditure, water resources development funds, land premiums, small-scale irrigation
infrastructure construction aid, special funds, and water resources fees.
At the same time, China tries to use financial and taxation policy in its management
of agricultural water resources. Policies have been introduced to encourage financial
organizations to extend more loans for water and agriculture. The compensation for
interest and other expenses are provided by public resources in some regions. Water
resources development enterprises are encouraged to go to the stock market to raise
capital.
Additionally, private capital and social resources are encouraged in China.
Governmental financing platforms are encouraged to attract private capital to invest
in water resources development. Farmers are encouraged to input on agricultural
water resources management by aiding from the governmental fund.

The water resources development fund was developed in 1997, designed to
end in 2010, and extended to 2020. The sources of the central fund include:
• 3% of the central governmental fund and charges, such as vehicle buying
additional charge, port construction fee, railway construction fund, central
electric construction fund, etc.;
• and other capitals approved by the State Council to use for water resources
development fund.
The sources of the domestic water resources development fund include:
• 3% of the domestic governmental fund and charges, such as road maintenance fee, road construction fund, road transportation management fee,
domestic electric construction fund, land acquisition management fee, urban
utility fee, etc.;
