by their water certificates before each irrigation based on pre-payment procedures.
After the agricultural water rights reforms, each farmer now has a water certificate
and buys and uses water tickets for irrigation. Most irrigation districts in northern
China have completed the reform, including the inland river basins in Gansu Province
and the groundwater irrigation districts in the North China Plain. The reform has
greatly improved agricultural water resources management in China (Figs. 15.3 and
15.4).
