all aspects of an issue, national policies normally focus on one or just a few features.
So the policy documents tend to be more detailed, focused, and relate directly to a
specific problem.
This legislation and complex series of policies make up the legal and policy
framework for agricultural water resources management in China. They cover all
aspects of agricultural water resources management, from the national level via the
province, prefecture, county, country or town, village or WUA, to the individual
farmer or water user. They can range from a single technology to comprehensive
financing and taxation.
