under the comprehensive balance of annual water-use proposal and reservoir
regulation plans (Article 13).
• According to the approved annual regulation plan, YRCC formulates and issues
w month regulation plan according to the month water-use proposal and reservoir
regulation plan and the 10-day regulation plan during the water-use peak period
(Article 14); and YRCC can change issued monthly and 10-day regulation plans
and issue a real-time regulation order, according to real-time runoff, precipitation,
drought, soil moisture, reservoir storage, and water use (Article 15).
In detail, the Management Methods of Yellow River Water Resources Regulation
defines the following:
Regulation principle. The provincial annual water use is appropriated according
to inflow, based on the 1987 plan (Article 6); the provincial water use is controlled
in transects on the trunk by river section total consumption and transect discharge
(Articles 7 and 8).
Regulation power. YRCC is in charge of key reservoirs and also regulating the
instream into provinces and river sections, and it issues monthly and 10-day regulation plans and real-time regulation orders (Articles 11, 12, and 13). The provincial
water departments are responsible for water regulation in jurisdictions according to
approved the monthly water use plan (Article 14).
Water-use proposal reporting. YRCC accepts the provincial water-use proposal for
the next year (Nov to June) from 20th Sept to 10th Oct, and the provincial next month
water-use plan proposal before 25th each month (Article 17). YRCC summarizes
the provincial annual water-use proposal; balances according to water storage, soil
moisture, and water demand; formulates annual water resource regulation plans; and
reports to MWR before the 25th Oct every year (Article 22).
Water-use plan approval. MWR approves the annual water resource regulation
plan before 5th Nov and reports to NDRC for recording (Article 23). The provincial
water department issues the water supply plan for users in the jurisdiction and reports
to YRCC before 20th Nov for recording, according to the approved plan by MWR
(Article 24). YRCC approves the provincial water-use plan for the next month before
28th of each month, according to the approved annual plan and inflow (Article 25).
The provincial water department arranges a water-use plan for the user according to
the monthly water-use plan approved by YRCC (Article 26).
In the design and implementation of water resource regulation in the Yellow River,
some considerations are considered. The regulation year is a selected hydraulic year
from 1st Jul to 30th June, not the calendar year, which is applied for abstraction
permit management. The regulation period is from Nov to June, excluding the flood
season of the river. The flood season from July to Oct is not regulated because there
is no water shortage in the season and it is difficult to forecast, while the non-flood
season flow is quite stable and with minor forecast errors.
