In the pilot, the following tasks are conducted:
Clarification of water eco-space, including waters and shoreline
Delimiting the spatial scope of the water eco-space, including waters and shoreline. The governments above the county level shall organize the departments of water
resources, land, and other resources to legally delimit river and lake management
scope by law. Based on the spatial scope delimited, the water eco-space, including
waters and shoreline, must be defined and geographical coordinates must be clarified.
Boundary markers and signboards must be set up and issued to them, and issue to
the public by governments above the county level.
Defining rights of water eco-space, including waters and shoreline. In accordance with the delimited spatial scope of the water eco-space, the ownership rights
and its functions shall be clarified and registered according to the provisions on the
clarification and registration of natural resources. For these lands, those owned by the
state shall be registered as state-owned, and those belonging to the collective shall be
registered as collective-owned. Those lands occupied by water infrastructure shall
be handled in accordance with real estate registration.
Researching supervision and management instruments for water eco-space,
including waters and shoreline. According to the results of the delimiting, clarification, and registration, the pilots shall develop measures to strengthen the supervision and management of the water eco-space, including waters and shoreline.
The departments including water resources, land, and other resources shall develop
working mechanisms to promote, share, and coordinate departmental information
and to strengthen supervision and management of the water eco-space, including
waters and shoreline. The function zones for waters and shoreline shall be formulated in accordance with relevant plans and technical standards, as well as the requirements for functions and management. The approval and construction of water-related
projects shall be strictly managed. The illegal encroachment of waters and shorelines
shall be forbidden. The present water areas shall not be reduced and shorelines shall
not be overused and misused.

regional total water-use control indicators and river basin water resources allocation
plan. The pilots shall fully consider the special attributes of water resources as natural
