Department of natural resources rights clarification and registration, which
is responsible for formulating systems, standards, and norms for the unified clarification and registration, rights investigation, real estate mapping, dispute mediation,
and result application of natural resources and real estate; undertaking to guide and
supervise the national natural resources and real estate clarification and registration
works; establishing national natural resources and real estate registration information
management basic platform and managing registration materials; being in charge of
the special registration works, including the state-owned key forest areas identified by
the State Council, the State Council-approved project for the use of sea and islands,
and the real estate registration of the central and state organs.
Department of natural resources ownership rights and benefits, which is
responsible for drafting policies for the management of publicly owned natural
resources assets; establishing a statistical system for publicly owned natural resource
assets; undertaking valuations and accounting of natural resource assets; compiling
the balance sheet for publicly owned natural resource assets and formulating relevant assessment criteria; drafting policies for the allocation, transfer, leasing, and
valuation of capital and land reserve of publicly owned natural resource assets.
As of the end of 2019, no public information on activities related to water resources
has been published by the MNR. This could be because the transfer of functions has
not yet been finished, MNR has not yet begun the work, or it is preferring to concentrate on minerals and land resources rather than water resources, or a combination
of the above.
Before 2018, the MWR has had no functions related to the management of water
resource assets; therefore, no rights clarification and registration functions were
transferred to MNR. However, MWR continuously does water resources investigations. After 2018, water resources investigation of ownership rights has mainly
been undertaken by MWR, as outlined in its mission statement.
MWR is responsible for guiding the hydrological work, including monitoring
hydrological and water resources; constructing and managing national hydrological station networks; monitoring rivers, reservoirs, lakes, and groundwater; issuing
information and forecasts on hydrological and water resources and national water
resources bulletins; organizing investigations and evaluations on water resources
and hydropower; carrying capacity monitoring and precaution works of water
resources according to its provisions. The Department of Water Resources Management of MWR is responsible for organizing the relevant works of investigation and
assessment of water resources. The Department of Hydrology is responsible for
guiding national hydrological works, monitoring hydrological and water resources
(including water table, flow, and water quality); constructing and managing a national
hydrological network; monitoring the rivers, lakes, reservoirs, and aquifers; issuing
information and forecasts on hydrological and water resources and national water
