formulated and codified, as should an integrated investigation, monitoring, and
assessment system. The national natural resources investigation unit shall be integrated and, based on the present investigation results, must conduct investigations to
understand the quantity, quality, distribution, rights attributes, protection, development, and use of key natural resources. The natural resource assets accounting system,
which is concerned with material statistics, value accounting, and balance sheets,
must be developed. The dynamic monitoring mechanism should be applied promptly
to understand the changes in natural resources. The integrated and authoritative
information disclosure and sharing mechanism for natural resources investigation,
monitoring, and assessments shall be developed.
Promoting the integrated natural resources rights clarification and registration. The experiences from the pilots of the integrated clarification and registration
of natural resources rights shall be summarized to improve the methods and rules
used for rights clarification and registration. The rights clarification and registration
shall be codified. The rights clarification and registration works for key eco-spaces,
including key rivers, shall be promoted and emphasized. The State Council’s natural
resources administrative department shall be registered as the representative exercising body of publicly owned natural resources assets. All the natural resources shall
gradually be encoded in the rights clarification and registration works. The property
rights holders of natural resource assets in all territories shall be clarified, as well as
the boundary between ownership rights and usufructuary rights. The basic platform
of the registration information management system should be developed.
Strengthening the comprehensive protection of natural resources. The terrestrial–spatial plan should be compiled and the eco-protection redline should be delimited and implemented. The responsibility of compensating natural resource assets
loss shall be strengthened. The sustainable eco-protection compensation mechanism, which is government-led and includes participation by enterprises and social
actors and market operations, shall be explored and developed. The rights holder
who exercises the duty of natural resource assets protection shall be compensated
reasonably.
Promoting the concentrated development and use of natural resources. The
pricing mechanism shall be improved to increase competitive transfers by submitting
them to the decisive role of the market mechanism in resource allocation. The role
of governmental regulations will regulate the volume and intensity control of the
resource uses. The water resource assets property rights system shall be improved.
In accordance with the river basin’s ecological and environmental characteristics and
requirements for socio-economic development, the rational development and regulation targets for its usage and purposes shall be developed. The integrated management of the development of river basin water resources and hydropower should
be implemented to change the separated management and extensive development of
resources. The natural resource assets classified pricing assessment and asset auditing
system shall be improved. The natural resources asset development and usage standard system and industry entrance policy shall be improved. The development of
natural resources, use level, and ecological protection will be used as an important
factor to select the usufructuary rights holder, which will be contracted. The market
