The provincial government was defined as the body responsible for implementing
the country’s water resources management strategy; as a result, the leader of the
provincial government takes full responsibility for water resources management
and protection into their jurisdiction. The State Council assesses the implementation of the strategy in each province, while the MWR—with other departments—is
required to set up a working group to implement any recommendations based on that
assessment.
The assessment content includes two parts. The first is the achievement of the
management system. The second is the system development and measurement
implementation.
The document also clarified that the key basis for formulating control indicators
would be the 2012 “Opinions and the National Water Resources Comprehensive Plan
(2010–2030),” which had been approved by the State Council. It also clarified the
periodic control indicators for 2015 and 2020. During the formulation, MWR had
extensively consulted with the provinces for the control indicators and obtained the
verification from them.
