The management and supervision of water function zones will be improved. A system
for assessing water quality standards within these zones shall be developed. Dynamic
monitoring shall be enhanced. Each water function zone shall conform to the development targets and principles of main function zone within which it is contained.
The pollutant holding capacity of each water body shall be strictly verified. The
total pollutant discharge volume of water bodies shall be controlled. Local governments should use total pollutant discharge volume limits as the basis for pollution
control. Industrial pollutant sources shall be controlled and key pollutants shall be
reduced significantly. The treatment of urban wastewater shall be increased. The
environmental quality of key river basins shall be improved. The eutrophication
of river, lake, and reservoirs needs to be controlled. RBOs should strengthen water
quality and quantity monitoring at provincial boundaries for key rivers and lakes. The
management and supervision of discharge outlets into water body will be improved.
Limits to water abstraction and discharge outlet into water body will be applied in
those regions where pollutant discharge exceeds the permitted limits of their water
function zones.

Provincial governments shall delineate drinking water sources protection zones. The
discharge of pollutants is not allowed in these protection zones. Existed discharge
should be stopped within time. Local governments should improve verification and
security assessment systems for the protection zones, and issue lists of key drinking
water sources. Both the national urban water drinking water sources guarantee plan
and rural drinking water safety plan shall be implemented. Water and soil conservation needs to be enhanced to control non-point pollution. The emergency management
of drinking water sources also needs to be enhanced by improving emergency plans
for securing drinking water sources and preparing backup sources.

In order to maintain a healthy water ecosystem, the use and development of water
