• Problem-oriented and adaption to the locality in accordance with the particular
requirements of rivers and lakes in different regions. There should be coordination
with upstream and downstream and left and right banks and a “one river/lake, one
measure” policy should be implemented to solve key problems associated with
river and lake management and protection.
• Strengthening supervision and assessments; developing and improving the system
to manage and protect rivers and lakes with supervision, assessment, and accountability; and expanding the channels for public participation to foster a collaborative culture in which the whole society contributes to the care and protection of
rivers and lakes.
11.2.2 Institutional Setting
River chief systems are developed at the provincial, prefecture, county, and township levels. Each province sets up a general river chief taken by the governor. The
provincial leadership takes the chief for the key rivers and lakes in the province.
The river chief, with governmental leadership at the corresponding level, is set up
at prefecture, county, and township level-by-level and river section-by-river section.
The river chiefs’ offices are set up above the county-level according to the localities.
11.2.3 Responsibilities of the River Chiefs
River chiefs are responsible for organizing and leading the management and protection of rivers and lakes, including water resource protection, waters and shoreline
management, water pollution control, and water environment management. Their
key responsibilities are as follows:
• organize and coordinate to solve the key problems associated with rivers and lakes,
including river course encroachment, lake reclamation, high pollutant discharge,
illegal sand mining, navigation channel damage, and the fishing by electricity and
poison.
• clarifying management responsibility for rivers and lakes across administrative regions, coordinating the joint upstream–downstream and left–right bank
prevention and control.
• supervising the relevant departments and lower level river chiefs, assessing
progress towards targets and tasks, providing incentives, and ensuring accountability.
The river chief office oversees the implementation and organization of the river
chief system and puts the decisions made by the river chiefs into effect. All relevant departments and units coordinate to work together in accordance with their
responsibilities.
