recycled water plan. The urban wastewater reuse engineering construction plan shall
be included when formulating national, river basin, and regional water pollution
control plans and urban wastewater treatment engineering construction plans. The
general urban plan shall consist of urban wastewater reuse development targets and
layouts when defining water supply, drainage, and eco-environmental protection and
construction development targets; urban infrastructure general layouts; and the recycled water use pipeline when planning an urban pipeline system. The urban water
supply and drainage special plan shall consist of an urban wastewater reuse plan.
The urban wastewater reuse special plan shall be formulated in water shortage city.
As for the operation and supervision of the recycled water facility, the 2006 policy
required the urban government to clarify a supervision agency. The supervision
agency shall entitle a qualified monitoring agency to monitor the quality of the
recycled water. The recycled water supply unit shall be contracted with the user to
agree on the issues, such as supplied water quality, volume, pressure, emergency
treatment, accountability, metering, and charging. Those arrangements are the same
as with urban water management (Cosier and Shen 2009).
While the Ministry of Construction manages the recycled water use plan in urban
planning systems and the production and operation in the water service regulation
framework, MWR aims to include the recycled water in its water resource allocation
and protection framework. The 2009 MWR’s “Notice to Strengthen Urban Wastewater Recycled Use to Promote Water Resources Saving and Protection” requested to
incorporate the recycled water use into planned water use management. The WAD
will issue the annual recycled water use plan. Those users, who designate to use the
recycled water and does not use or the use rate does not meet the requirement, will
be reduced the planned water use for the following year by the WAD. Additionally,
WADs are required to improve the urban recycled water use statistics to include
the water affair management bulletin system. The 2017 “Guidance to Incorporate
Non-Traditional Water Sources into Integrated Water Resources Allocation” reiterated the need to incorporate non-traditional water into planned water use management. The new abstraction will not be approved in water shortage regions; groundwater overdraft regions; and Beijing, Tianjin, and Hebei Provinces if the regions
are not fully utilizing non-traditional water. Additionally, the water-related plans are
required to incorporate the non-traditional water into the water supply and to demand
balance analysis and water resources allocation; the special plan or section for nontraditional water use shall be formulated in water shortage regions; groundwater
overdraft regions; and Beijing, Tianjin, and Hebei Provinces.
However, in practice, except for the planning and statistics, it is still questionable
regarding the application of instruments in the management of recycled water use,
such as planned water use systems.
