the administrative region. The provincial government can control other water pollutant discharge volumes in addition to key national water pollutants, in accordance
with water environmental quality and water pollution control requirements within
the jurisdiction. If in excess of the control indicator or failing to realize the water
environmental quality improvement target, the region will be suspended to approve
the EIA document of the construction project to increase additional key water pollutant discharge volume, and the regional governmental leader will be criticized by
MEE or the provincial EPAD.
9.3.6 Permits
There are four types of permits related to water quality management. These are
permits covering water abstraction, urban drainage, water pollutant discharge, and
management of discharge outlet into water body.
The water abstraction permit is designed to manage water abstraction activities.
In terms of water quality management, the water abstraction permit requires that the
return flow shall meet the water quality objective of the water function zone.
The urban drainage permit is used to manage urban drainage into the urban sewage
network. The 2007 Methods on Urban Drainage Permit Management stipulates that
whoever discharges sewage to urban sewage networks and related infrastructure shall
apply for the urban drainage permit and that the construction administrative authority
is responsible for the inspection and supervision of the permits. The discharge of
sewage will unfold according to the provisions of the permit with reference to the
types of sewage, total quantity, time limit, locations and amounts of outlets, types
and concentration of sewage, and so on. Article 21 of the 2013 Urban Drainage and
Wastewater Treatment Regulation requires the discharger to urban sewage facilities
to apply for a permit of wastewater discharge into the sewage network.

discharge activities. Article 21 of the 2017 Water Pollution Control Law stipulates that
the unit directly or indirectly discharging industrial wastewater, medical sewage, and
other wastewater and sewage must acquire a pollutant discharge permit, including the
operational unit of urban wastewater centralized treatment facilities. The discharge
permits shall clarify the types, concentrations, total volume, and discharge destination of pollutants. The permit was introduced in the 1984 Water Pollution Control
Law, and the Water Pollution Discharge Permit Temporally Methods was issued in
1988. The system started to be fully implemented in China only in recent years.
The management of wastewater discharge outlets into water bodies is designed to
manage wastewater discharge activities into waters. As defined by the MWR’s Supervision and Management Method for Discharge Outlets into a Water Body, management activities are conducted by river basin management organizations and WADs
at provincial, prefectural, and county levels. As for the cross-management between
water pollutant discharge permits and outlet management, Article 22 of the 2017
