that are in charge of developing the standards,
26 and some TCs are composed of
several subcommittees (SCs). As for the maritime industry, TC8 addresses ships
and marine technology, and TC8/SC4 specifically focuses on marine environment
protection. The chairperson of this SC until the end of 2023 is a Japanese expert,
Mr Tetsuya Senda.
27 As of May 2020, ISO TC8/SC13/WG4 develops standards to
regulate marine environmental impact assessment (MEIA),
28 and the ISO/TC 8/WG
6 develops standards for ship recycling.
29 The convenor of these working groups is
also a Japanese expert, Dr Koichi Yoshida.
30
While working as a Japanese representative for the ISO, JISC also works to
publish Japanese Industrial Standards (JISs), which are the ISO standards published
in the Japanese language. Therefore, the content of most of the JIS is identical to
the ISO Standards.
31 For example, one of the most famous ISO Standards, ISO 9001
is published as JIS Q 9001, and for private entities in Japan, acquiring the latter is
the same as acquiring the former.
32 JIS also covers industrial and mineral products,
including shipbuilding.
33 JISs that are related to the shipping industry are categorised
as JIS F, and they are based on the experience of Japanese shipping building and international standards.
34 To incorporate ISO Standards into MARPOL 73/78 regulations,
JISs are also incorporated into the Japanese municipal legal system. For example,
Article 12(3)(2)(10) of the Enforcement Regulations of the Marine Pollution Prevention Act incorporates JIS Z 7252 to define the waste produced by the ships’ ordinary
activities.
35
In this way, the JISC and Japanese experts play an important role by contributing
to international rulemaking through ISO activities and establishing Japanese standards that are also essential for the Japanese municipal legal system. As the ISO
works closely with the IMO, the ISO can contribute to the establishment of shipping
regulations that are compatible with the protection of the marine environment.
