Time and Cost Variance of Construction Projects Monitored …

• the planned percentage advancement of the work scheduled—PP—calculated as
the ratio of the cumulative value of the budgeted cost of work scheduled to the
total budgeted cost of the construction project;
• the actual percentage advancement of work scheduled—AP—calculated as the
ratio of the value of the cumulative actual cost of work performed to the total
budgeted cost of the construction project;
• the actual schedule variance—ASV —calculated as the difference between the
actual duration and the planned duration of the project;
• the actual schedule performance indicator—I ASV —calculated as the ratio of the
actual duration of the construction project to the planned duration of the project;
• the at-completion variance—ACV —calculated as the difference between the
total actual cost of the construction project and the total budgeted cost of the
construction project;
• the performance indicator of the at-completion variance—I ACV —calculated as
the ratio of the total actual cost of the construction project to the total budgeted
cost of the construction project.
4 Results of the Research
BCWS, BCWP and ACWP cumulative cost and time curves graphs representative
for the most frequently reported group of residential buildings (189 measurements)
have been presented in the Fig. 2.
In the third month of construction 20–30% more work was carried out than
expected from the fourth month a downward trend of all indicators curves is noticed.
Negative deviations from the SV ratio schedule prove that the construction works
in that period are usually behind the planned schedule. The trend is easily observed
and presented in the Fig. 3.
Construction projects have been carried out in accordance with the planned
budgets. ACWP curves coincide with the BCWP curve. In the first months (0.2
< t < 0.6, where t is the total duration of the project), the advancement is noticeable
more than planned (BCWP > ACWP). This is confirmed by the following graphs
in the Fig. 4 presenting the results of the assessment of the degree of construction
works progress.
It is noticeable in the second frequently reported group of residential buildings
(113 measurements) that no payment was made for the first 3 months of implementation, and ultimately the total cost of this construction project was the same as planned.
The deviation cost ratio CV is positive but this is usually due to the payment of the
work carried out with a deferred period, not the savings achieved.
