The main parties involved in carrying out the construction project are:
• Bank/Lender—Financial Institutions considering a grant of an investment loan to
finance the objective investment Project;
• Investor/Borrower—Economic entity, acting under the jurisdiction of the laws of
Poland which intends to begin the investment Project;
• Engineer/Project Monitor—Company providing services of technical supervision on behalf of Financial Consortium, prepared to undertake monitoring of the
progress of works during the investment.
2 Bank Investment Supervision as Source of Research
The objective of executed research was to point out the actual shape and course of
the cost and time curve for existing construction projects and to compare it with the
planned budget and schedule in the preparation stage of the analysed projects. In
order to fulfill the research goals, it was necessary to obtain real data on completed
and successfully implemented construction projects.
The main data that is necessary to undergo the research includes: the planned
budget and duration of the investment in the form of a work and expenditure schedule,
also measurements of the actual progress of the construction process.
This data is developed e.g. in the form of monthly prepared financial statements containing, among others, the percentage advancement and the value of works
completed in a given settlement period, the cumulative value of works completed
since the beginning of the project, and also the value of works that are still to be
carried out [4].
The data for the development of the author’s research methodology stems from the
15-year experience of Jaroslaw Konior and the 4 years of work of Mariusz Szóstak,
who carry out Bank Investment Supervision on behalf of banks granting investment
credits for non-public contracts.
Data concerning 40 construction enterprises was collected, i.e. 536 reports, which
were prepared by Bank Investment Supervision inspectors who participated in the
course of the analysed projects in a period 2006–2019 [5].
The authors of the article measured and processed a significant part of this data by
conducting monthly direct technical and financial inspections at construction sites of
carried out projects. The collected data resulted from measuring the current state of
the schedule progress and the amount of executed construction works. Cumulative
values of the amount of executed works at a construction site constituted the cumulative cost, which determine the course of the S-curve [6]. This course corresponds
to the monitored and controlled construction works. The values of the amount and
costs of executed construction works have been regularly presented and recorded in
