• technical requirements, including: expectations of the contracting authority
regarding: the used software, data exchange formats, levels of detail, training,
etc.;
• management requirements, including: data exchange standards, data security,
coordination and detection of collisions, IT system performance, etc.;
• commercial requirements, including: contractor’s competences, the main goals
of the contracting authority, which should be achieved with the use of BIM
technology when implementing the investment, etc.
The purpose of the article is a quantitative analysis of selected Polish tender
procedures in which the contracting authority in the subject of the contract indicated
the obligation to use BIM technology. The analysis included, among others, the
subject of the contract, conditions for the participation in the procedure, and the
criteria that were used to select the best offer.
3 Selected Public Procurement Implemented Using BIM
Technology
In order to determine the number of public procurements in Poland that were based
on BIM technology, an online version of the public procurement search engine was
used: “Supplement to the Official Journal of the European Union”—a portal dedicated
to European public procurement [16]. As a result of searching for the term “BIM”
with regards to current and archival procurements in Poland in the years 2014–
2019, 47 records (procurement notices) were obtained. From this number, 20 tender
procedures were selected for further analysis.
For each analysed public procurement, detailed information was provided
regarding:
• the subject of the order,
• conditions for participating in the proceedings regarding the required knowledge
and experience of companies in the field of BIM (potential contractors), and also
the knowledge and experience of the required staff in the field of BIM,
• SETC requirements regarding the execution of the contract on the basis of BIM
technology,
• the criteria used to select the best offer.
The following public procurements were analysed in detail:
1. the construction of the Jozef Pilsudski Museum complex in Sulejówek (2014)—
the design and execution of construction works based on the Functional-Utility
Program [17],
2. a building of the District Court in Katowice (2015)—carrying out an architectural inventory of the historic building in the BIM model [18],
