accelerate the development of five systems—namely, ecological culture system,
ecological economic system, target and responsibility management system, ecological civilization system, and ecological security system. These important instructions
provided theoretical guidance for the development of environmental rule of law in
China in the new era. Despite the achievements already made in China in advancing
environmental rule of law, the country is now standing at a new starting point. It is
still far away from achieving the goals of the Beautiful China campaign and needs
to continue to promote environmental rule of law.
