these risks at every stage. We must conduct strict prevention and control of key environmental risks, such as those stemming from garbage incineration and p-xylene,
forestall and defuse these problems related to the so-called “not in my back yard”
effect, prevent this effect from cropping up in environmental protection projects, and
focus on raising our capacity to deal with environmental emergencies.”
