Under the Act, the National Animal Genetic Resources Centre and Data bank has
the leading role of gradually commercializing the breeding activities; procurement
and distribution of semen and equipment and training.
The Animal Diseases Act Cap 38 makes provision with respect to measures to
control diseases relating to animals. It requires separation of infected animals from
others not so affected and the owner to notify an administrative officer or veterinary
officer or inspecting officer.
Section 4 of the Act requires the administrative officer in charge of a district or
area, to notify farmers of the outbreak or existence of a disease affecting stock. The
officer may also require the animals to undergo a period of quarantine if he or she
considers the same to be necessary in order to prevent the spread of diseases. The Act
is however difficult to enforce especially in pastoral areas of eastern Uganda where
herdsmen move from one place to another.
The Cattle Grazing Act Cap 42 controls and regulates cattle grazing in particular
areas in Uganda as the Minister for Agriculture may by statutory instrument declare.
Under the Act, cattle means bulls, cows, oxen, calves, sheep and goats. Section 2 of
the Act prohibits grazing cattle on any land where the veterinary officer or district
administration has prohibited grazing. An order can also be made prescribing the
maximum number of cattle that may be grazed on any particular area of land.
Any person who contravenes such orders commits an offence and is liable on
conviction to a fine not exceeding one thousand shillings or to imprisonment for a
period not exceeding six months or to both such fine and imprisonment. The Act is
important for sustainable livestock farming because it sets conditions that should be
complied with.
2.4 Crop Production and Management
Crop production management is the organization and coordination of the activities of
a branch of agriculture that deals with growing crops for use as food and fiber. Crop
production management depends on the availability of arable land and is affected in
particular by yields, macroeconomic uncertainty, as well as consumption patterns; it
also has a great incidence on agricultural commodity prices.
31 It also depends on the
availability of arable land and is affected in particular by yields, macroeconomic
uncertainty, as well as consumption patterns.
Crop production management involves programs which increase crop yields
while maintaining the environment. Such programs include:
• Conducting research on issues that affect crop breeding, growth and production.
The National Agricultural Research Organisation Act 1992 establishes the
National Agricultural Research Organisation (NARO) with the goal of enhancing
31 OECD Data (2018).
