will prosper but it does indicate the economy’s potential diversity. The fact that
vanilla production is the third largest in Africa, providing US$930,000 in export
receipts in 1998, is a success in itself.

The economy of Northeastern Uganda is dominated by pastoralism (cattle farming).
14 Although agricultural production is apparent in some areas, this is normally a
mixture known as “agro-pastoralism” (integrated cattle and crop farming).

should be noted that pastoralism declined due to the constant cattle raids by guerrilla
groups such as the Lord’s Resistance Army, as well as government and aid agency
interventions which encourage the fencing off of land to discourage the traditional
free-roaming of cattle.

The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) is the key
ministry that oversees the agricultural sector in Uganda. It formulates, reviews and
implements national policies, plans, strategies, regulations and standards, and
enforces laws, regulations and standards along the value chain of crops, livestock
and fisheries.
17 There are several policies, laws and regulations that provide a
framework for investing in agriculture. The main purpose of this chapter is to
analyze how the key legal issues in the agricultural sector are regulated. These issues
include regulation of land for agriculture purposes, soil governance, livestock
management, crop production and management, regulation of water for agriculture,
pesticide control, fertilizer management and regulation of equipment and machinery
as well as taxation.
2 Analysis of the Policy, Legal and Regulatory Framework
for the Agricultural Sector
The key legal issues in the Agricultural sector stated above are contained in the
Constitution, Acts of Parliament, policies, regulations, strategies and plans.
2.1 Regulation of Land for Agricultural Purposes
Land is the most important household asset for households that depend on agriculture for their livelihoods. Therefore, access to land is a basic requirement for farming
and control over land. The regulation of land for agricultural purposes is contained in
