conservation laws performed a subordinate role to principal integrated environmental laws. For these laws to remain effective, they require substantial reform and
linking within Australia’s modern integrated environmental law system. At this
point, their role is unclear within the integrated system, a position that needs to be
rectified. The structure of modern environmental laws has been greatly influenced by
the introduction of international conventions for the environment and national
strategies for ecologically sustainable development and integrated ecosystem management. The integrated environmental laws contain procedures for major land use
decisions, land-use planning, allocation of land, integrated environmental policy,
compliance and enforcement, dispute resolution, establishment of specialist environmental courts, financing environmental and conservation works
e.g. Commonwealth Environment Protection and Biodiversity Conservation Act
1999, Western Australia Conservation and Land Management Act 1984, Tasmania
Natural Resource Management Act 2002, New South Wales Natural Resources
Commission Act 2003 and the South Australia Natural Resources Management
Act 2004. The integrated natural resources legislation is implemented by
multidisciplinary agencies or institutions which have responsibilities for water,
forests, soils, and land management. One of the main characteristics of the integrated
approach is the comprehensive role for the community in all aspects of land use
decision-making and land management.
