sand mining. The guidelines canvassed for here need to include specific provisions
on approval, specification of restrictions like those relating to allowed depth of
excavation in specific cases such as on farmlands as seen in the case of Kenya
laws above cited, requirement for environmental impact assessment as well as issues
relating to restoration of mined sites. It also needs to include provisions relating to
shifting of dependency on sand and incentives for use of more ecologically better
alternatives. This is in view of the point made that while sand mining has got a
number of advantages: providing an essential raw material for infrastructural development for example road and housing works, providing raw materials for industrial
products such as glass-making, serving as a source of employment for sand miners
among others, the other side needs to be considered. The advantages need to be
contextualized against its negative effects on the environment including agricultural
lands so as to provide a basis for a strategic approach for dealing with it for example
through a more robust regulatory framework to that effect.
