4.2 Policies
4.2.1 National Environment Policy (NEMP) 1994
The policy objectives include creating sustainable social and economic development, which maintains and enhances environmental quality and resource productivity on a long term basis, which meets the needs of the present generation without
compromising the ability of future generations to meet their own needs. It is also
meant to collect, analyse, store and disseminate reliable information relating to
environmental management issues.
The sustainable development target can be attained with four recommendations
from NEMP, these include creation and establishment of appropriate institutional
and legal framework, transformation of existing environmental management systems, evolution of a new sustainable conservation culture, revising and modernization of sectoral policies, laws and regulations and establishing an effective
monitoring and evaluation system to assess the impact of policies and actions on
the environment, the population and economy.
The recommendations are timely since most of the laws were enacted before oil
developments were in existence however the policy itself should be upgraded having
come into force in 1994, it has been overtaken by several challenges and events such
as emerging international best practices, discovery of petroleum in commercial
quantities in the Albertine Graben in 2006, climate change impacts such as drought,
floods, storms, heat waves and landslides that have had serious effects on agricultural production, food security, incomes, health and livelihoods and technological.
4.2.2 National Oil and Gas Policy (NOGP) of 2008
One of the objectives of the policy is to ensure that oil and gas activities are
undertaken in a manner that conserves the environment and biodiversity.
The policy points out that Oil and gas activities in the Albertine can impact the
environment in several ways through affecting human beings, wildlife and biodiversity, together with the associated tourism.

Although Uganda is hesitant on joining the EITI to date but the policy calls upon
consistency with the internationally recognized Extractive Industry Transparency
Initiative (EITI) disclosure standards.
It also ensure that industry activities are undertaken in a manner that conserves
forests, biodiversity and biodiversity through strategies such as:
• Strengthening environmental monitoring of oil activities (Strategy b)
• Ensuring that sites at which oil activities are undertaken are restored to original
conditions (Strategy d).
