South Korea based on carbon trading schemes already existing in each country offers
a trading market for using renewable energy to gain profits.
19.6 Conclusion
In order to ensure energy security while solving environmental pollution issues,
China, Japan, and South Korea have issued a series of related policies to promote the
utilization of renewable energy. In view of geographic conditions and technological
limitations, the three countries have developed offshore wind and tidal energy where
appropriate, as well as solar, wind, and biomass power generation.
There is a long history of cooperation among these three countries with foreign
nations. However, cooperating on specific projects without a cooperation platform is
less effective. Policy-oriented cooperation is vulnerable to the political environment.
Therefore, a tripartite cooperation model is needed.
Under the framework of the East Asian Low-Carbon Community, we have
demonstrated a pathway by which tripartite cooperation among China, Japan, and
South Korea can be achieved in the field of renewable energy. The model consists of
confirming cooperation intentions via ministerial meetings, deepening cooperation
on existing projects and schemes, and technological cooperation in solar, wind, and
biomass industries. A superregional grid could improve safeguard mechanisms for
renewable electricity consumption, beginning in pilot areas. This is a marketoriented approach that should be financed by regional international financial institutions. A carbon emission trading market will play an essential role in incentivizing
cooperation projects. Promoting comprehensive regional renewable energy cooperation in the three countries will not be easy; the system is large and complex but can
significantly promote renewable energy and rapidly develop the economy in East
Asian regions.
