change. To overcome these challenges, energy efficiency must be improved and
cross-border resource cycles developed. This will lower the environmental burden of
society through the development and transfer of cutting-edge technologies across a
wide area.
The second China–Japan–Korea Summit to maximize resource waste utilization
and minimize environmental pollution took place amid rapid changes in the global
economy and an increasing need to respond to climate change and calls for a green
economy. In October 2009, the Joint Statement on Sustainable Development (CJK
Summit 2009) was announced in Beijing. It declared that in the context of reduce,
reuse, and recycle, the establishment of a CJK circular economy model would be
explored, promoting joint efforts to achieve resource conservation and environmentally friendly industrial structures, growth patterns, and consumption patterns. The
importance of the CJK circular economy model was further emphasized in the fourth
(2011, Japan) and sixth (2015, South Korea) summits; expectations for project
selection and model implementation were announced at the latter (CJK Summit
2015).
In June 2015, the Chinese government, in cooperation with Japan and South
Korea, selected Dalian Zhuanghe City as a CJK circular economy model in China
and a practical example of a GRS in the CJK partnership. It has encouraged
economic cooperation in Northeast Asia, strengthening exchanges among China,
Japan, and Korea and promoting the development of a regional circular economy.
The creation of an industrial cluster of renewable resources at the East Asian level
and the introduction of a wide-ranging circular economic zone across national
borders, from small to middle to general circulation, will allow resource utilization
to be maximized. It will contribute to achieving the ultimate goal of sustainable
development or minimizing the environmental load.
The Home Appliance Recycling Law of Japan establishes a mechanism for
addressing environmental pollution in the waste refrigerator supply chain at the
shipment stage at a Japanese recycling factory, so a GRS would be expensive. After
CFCs are collected from compressors and heat exchangers through a limited number
of controllable recycling factories, the lubricating oil of each compressor is drained
before the compressor is exported to China (Fig. 17.4).
17.3.2 Outline of the CJK Circular Economy Model Concept
The CJK circular economy model base is located in the Dalian Circular Industrial
Economy Zone (Zhuanghe City, Dalian) in an area of 97.8 km
2 (Fig. 17.5).
The economic zone is located on the eastern side of the Liaodong Peninsula, on
the northern coast of the Yellow Sea. It is a national strategic priority park for the
Liaoning Coastal Economic Zone. On the east side of the park, Zhuanghe Port is the
closest port in the North Yellow Sea to Japan and South Korea and receives
renewable resource imports. The Dalian National Eco-Industrial Model Park is
located in the core area of the Dalian Recycling-Type Industrial Economic Zone.
