functional area. The competent support of the authorities refers to the creation of
competences for multilevel cooperation between self-governments and sectors as a
tool for metropolitan development, e.g. the establishment of cooperation with Polish
Water State Water Holding, the Regional Water Management Board, the appropriate
authorities and teams.
The objectives of actions concerning the integration of water management are
precisely specified in the respective policies, both European (the Water Framework
Directive, the Floods Directive) and national (the National Water-Environmental
Programme, catchment areas water development plans, flood risk management
plans). At the local level their implementation is made possible by strategic planning and water management tools, which are used by self-governmental authorities to create specific mechanisms for their integration with the metropolitan area
development strategy. The attainment of multidimensional advantages, which is
of significance from the point of view of long-term and integrated management,
may be realised by the inclusion of water-related aspects in the development of all
sectors of the metropolis (city) [28, 38]. In this regard use may be made of, among
others, environmental protection programmes, studies of conditions and directions of
spatial development, local spatial development plans, river development plans, small
retention programmes and projects, sectoral policies concerning water resources and
natural resources, and other development strategies for metropolitan areas.

(b) The objectives of actions focusing on the integration of water management
in the metropolitan area should be closely connected with the strategy of the
area’s development. The attainment of multifaceted advantages, which is of
significance from the point of view of long-term and integrated water resources
management, may be realised by the inclusion of water-related aspects in the
development of all sectors of the metropolis.
(c) Catchment area management as the preferred direction of effective water
resources management does not coincide with the administrative borders of
municipalities, however it can be implemented through the furthering of intermunicipal cooperation and the coordination of objectives of various sector
strategies.
(d) The integration of the water resources management system in the metropolitan
area should take into account the coordination of activities at the spatial,
functional, social and environmental levels.
(e) It is indispensable to implement a system for monitoring and evaluation of the
executed tasks and planned goals that will contribute to the minimisation of
the level of risk and degree of threat while at the same time helping to achieve
