basic water-related needs of the Pozna´ n metropolis [46, 50]. Water-bearing lands
earmarked for the development of water intake points have been identified for both
Mosina-Krajkowo and D˛ ebina in Pozna´ n (source: Aquanet S.A.), this with the twin
objective of ensuring the security and reliability of operation of the Pozna´ n Water
Supply System and maintaining reserves of good-quality water (Fig. 18.7).
18.4.4 The Protection of Waters
Increasing pressure on surface water and groundwaters impacts the process of potable
and production water provisioning, and also increases the risk that environmental
objectives (the good state or ecological potential of waters) will not be attained
(Figs. 18.4 and 18.8). The following are considered as the most important actions
serving to lower the risk of non-attainment of environmental objectives in the Pozna´ n
metropolis: reducing the pressure exerted on water resources, maintaining reserves
prospective water-bearing lands, and the administration of sewage management in
accordance with the National Municipal Sewage Treatment Programme
4 (KPO ´
SK).
Attaining and thereafter maintaining, this by the end of 2021 or 2027, the good
ecological state (or ecological potential) of waters should occur in consequence
of the implementation of actions minimising pressure on water resources, and of
compensatory actions. This is confirmed by the principles of responsible investment
of the UNO, implemented through the UNEP Finance Initiative and the UN Global
Compact [9].
In order to achieve the optimisation and spatial integration of the water resources
management system within the Pozna´ n metropolis, it would be advantageous for joint
actions to be undertaken by communes that encompass the same naturally uniform
parts of waters (Surface Water Bodies) in which environmental objectives concerning
the protection and improvement of the state of waters are realised (Fig. 18.9). These
actions should also take into consideration the possibility of executing the local
development strategies of individual communes.
The following are indicated as actions favourably impacting the integration
of the water resources management system in the metropolis: bringing order to
the situation of sewage management in the municipal sector and reducing the
demand for water in the municipal sector and industry [41]. These should be
served by the so-called demand management of water needs, which consists in
the shaping of the water-related requirements of residents and the economy with
the ultimate objective of their limitation (the limitation of water consumption).
These assumptions have also been presented in the Development Strategy for the
Pozna´ n Agglomeration 2020, in the strategic axis “Spatial Management and the
Environment” under programme 1.6: “The Quality and Disposability of Water
Resources” [51]. Tasks specific to the communes comprising the Pozna´ n metropolis
4 National Municipal Sewage Treatment Programme together with five updates, from 2005, 2009,
2010, 2015 and 2017.
