(10) Water melioration is an element of the water cycle in the river basin, which is an
integral part of water management. Water status factors (outflow, evaporation,
retention) in river basins and the status of waters in rivers, including flood
surges and low flows, depend largely on the condition of water facilities.
(11) The unfavourable condition of water management is conditioned by the poor
organization of water management entities. These entities are under-monitored
and controlled. Their activity is underfunded and is based on water and drainage
facilities with low technical condition. They have problems in implementing
innovative procedures for organizing, planning, implementing and controlling
water management.
(12) There is an urgent need to start work on changing the current state. Contemporary requirements of modern precise agriculture, environmental protection and
climate change point to the need for technical modernization of existing irrigation/drainage systems and devices and to improve the organization of their
service and maintenance. It is necessary to improve the organization of water
management and supervision over this management, improve the knowledge
and skills of water management entities and increase the financial resources
for maintenance of water melioration facilities and construction of new ones.
Modernization of irrigation/drainage systems should take into account experience and forecasts of conditions in which they will operate. Modernization
should take into account technical progress, economic conditions, management
system and environmental protection requirements.
(13) Water management should be systemic and take place within the hydrological
catchment. Responsibility for organizing the water management system and
for supervision and control over this management should rest with the bodies
of the inter-municipal agreement or inter-municipal association.
(14) Sustainable water management requires innovative recording, monitoring,
operational planning, response and control procedures. These procedures may
be established over a period of several years, as a result of extensive, interdisciplinary strategic research and development works, financially supported by
the National Centre for Research and Development.
