15.9.4 Impacts on Humans
Figure 15.14 displays the dam portfolio risks in terms of potential loss of lives
in relation to Whitman’s (1984) societal tolerance threshold and other industrial
risks collected by Whitman. Both Dam 4 and Dam 3 have risks that are societally
unacceptable. Going back to the considerations made earlier, Dam 3 is societally
unacceptable with the result of placing it ahead of dam 1B.
