11.5.2.2 FONERWA, Rwanda
Rwanda also attracts Green growth by creating and operating a national fund for
climate change and the environment. Fonerwa has been instrumental for the rollout
of various projects and raising the profile of the country to be among the early
movers in implementation of a Green economy. The Fonerwa initiative followed the
Green Growth and Climate Resilience Strategy in 2011. It has succeeded in funding
18 projects in sustainable energy, waste management, integrated water management,
Green planning, and rehabilitation of the environment.
The Rwandan government has become one of the few countries globally with
a well-developed environment and national climate change fund. It is founded
on the newly embraced Green Growth and Climate Resilience Strategy. Its major
purpose is to ensure that there is sustainable financing to provide support to
environmental sustainability, climate change resilience, and Green growth. It is the
primary mechanism that enables the country to access, program, and monitor extrabudgetary environmental and climate finance. Funds are distributed to the private
sector, civil society, government as well as communities for implementation of
various projects.

11.5.2.3 Climate Resilience Green Economy, Ethiopia
In Ethiopia, the leaders’ vision to protect natural assets led to the development of
a Climate-Resilient Green Economy in 2011 that guides economic development
with the aim to become a middle-income country through Green growth. The
strategy’s pillars are agriculture, power, forestry as well as transport. There is a
strong focus on sustainable land management. The strategy entails the adoption of
simple technological solutions, the participation of local communities in planning
and implementing activities, adopting irrigation and planting crop varieties as well
