experiencing negative consequences.

Irrational persistence differentiates addiction from typical physical dependence.
Addiction is a complex interplay of various psychological, social, and biological
factors, including drug accessibility, genetic makeup, family environment, and
socioeconomic status.
5.6.4 Planning for Sustainability of Drug and Substance Abuse
Sustainability in the case of preventing substance abuse and misuse entails the
development of systems that promote and facilitate the delivery of efficacious
prevention strategies to prevent and reduce substance use disorders. Generally,
sustainability entails the maintenance of positive results within these populations.
To strategically plan and achieve reductions in intake and consequences of drugs
and substances, there is a need for the community to develop and reinforce a
prevention system. Conceptually, prevention systems consist of the community
coalition, institutions as well as organizations that implement various strategies
for effectively accomplishing these changes (Reichert 2017). Stakeholders and
community leaders play a crucial supporting role. There is a need for the system
and stakeholders to develop the required capacities for planning strategically and
sustaining the prevention interventions with sufficient intensity and effectiveness.
The sustenance of capacities needs thoughtful planning by the community,
leaders, and coalition agencies. Intentional, collaborative efforts could also enable
coalitions to expand the scope of their work. Three major sustainability capacities
should be prioritized. Communities need to develop capacity at the three levels in
order to strengthen a prevention effort. Among community agencies, communities
should strengthen and expand their capacity to cope, with an objective of prevention
to enable agencies to comprehend and leverage their resources for effectively
addressing factors among populations that result in substance use problems and
specific consequences. At the coalition level, communities should strengthen and
expand the capacity of a coalition to identify and prioritize populations whose
substance abuse contributes to community issues. Among the community members,
the ability of the community to comprehend the role and effect of substance use
is crucial for preventing planning efforts. Community members should support
coalition efforts for strengthening the prevention system to enable it to deploy
strategies that influence population-level consumption patterns.
