The project is supported by government policies. The county government has
launched the planning for the development of enterprises for treating organic matter in the whole county and the three-year action plan for improving the quality of
farmlands. The soil organic matter increases by 0.2 point annually. Furthermore, the
government gives subsidies and guidance funds. Local governments advocate localizing third-party services and strengthening management in utilization of organic
matter in wastes, source management of organic matter, and guidance of improving
quality of farmlands, monitoring and evaluation.
The project is based on the three major industries in Pujiang and cultivation of
healthy soils extends to 5.5 × 10
5 mu. The project realizes the trinity of healthy
soil, quality and ecological conservation and forms a mature system that can be
standardized and promoted in the whole nation.
This project consumes 6.6 × 10
4 tons of kitchen wastes in central urban areas
in Chengdu, Sichuan province, China for each year, which basically solves disposal
problem of kitchen wastes in the city with population of 2 × 10

tons of CO 2 emissions are reduced and 4 × 10
4 tons of biological humus acids are
produced annually. Moreover, 3 × 10
5 tons of agricultural CO 2 emissions are reduced
due to the reduction of coal consumption and fertilizers in each year. In the production,
the mode combining biochemical treatment with removal of deodorization through
combustion is used to control emissions of foul gases, so that harmless treatment rate
reaches 100% and resource conversion rate is up to more than 95%.
Resourceful products of the project firstly pioneers public private partnership
(PPP) mode for improving the quality of farmlands in Pujiang, Sichuan, a national
organic agriculture demonstration county. Moreover, this project creates the “Pujiang
mode” of three wins, i.e., protecting the quality of farmlands, developing agriculture and increasing incomes of peasants (Fig. 5.2). The project also takes the lead
to launch the first industry fund for improving the quality of farmlands in China.
At present, “Pujiang mode” has been recognised and promoted by the Ministry of
Agriculture of the People’s Republic of China and International Sustainable Development Foundation and is used in more than a dozen of counties in China. Moreover,
the mode was awarded the fourth annual Paulson Prize for Sustainable Cities and the
“5 + 1” service for improving the quality of farmlands in Pujiang was awarded the
prize for project of most investment value.
5.3 Application Case of Rapid Biological Treatment
of Dispersed Organic Wastes
A set of small rapid biological processing system for dispersed organic wastes has
been developed and the comprehensive energy consumption of the equipment reduces
by 10%. By taking agricultural wastes with high content of lignocellulose and cow
dung as treatment objects, a demonstration project with the scale of 20 m
3 and
volumetric biogas production of 1.56–1.75 m
3 /m
