was abandoned about 20 years ago. Local water sources were preferred instead, as
they were of good quality [21].
The interconnection of the existing systems will bring more flexibility and
resilience in operation, allowing a dual way for water flow, in and out the existing
systems, according to the demand. The interconnected system offers the possibility
of eliminating intermediate pumping stations and supplying by gravity the reservoirs
in Constanta Sud from the underground sources Techirghiol or Medgidia. Moreover,
there will be no need of dividing the network into pressure zones, even under current
operation.
The risk of disruption of the existing systems operation will decrease while the
protection of the sources will be strengthened, by avoiding to exceed the intake
flow rate from a certain source. For instance, an increased flow rate from the Palas
underground source, which is the source of water supply for Constanta and Navodari,
could lead to seawater seepage and put in jeopardy the quality of the abstracted water
[21].
The assessment studies completed for the implementation of the new projects
show no negative impact of the water supply systems under normal operating conditions, on the water bodies. Moreover, by reducing water loss in the distribution
networks (quite large in some settlements) will result not only in lower costs for
water consumers but also in deviating, from the natural paths, of smaller water volumes, with reduced risks of water depletion, environmental changes, and pollution.
To maintain the drinkable water quality at source, the area of severe regime and
sanitary protection are to be fenced. Anti-contamination systems of the source and
complete automation of the pumping stations and water treatment facilities will
contribute to a good quality of the drinking water.
In the impact assessment studies, the necessary technical measures and waste
management plans are conceived to reduce and even eliminate the environmental
impact. In addition to the technical and economic criteria, the risk of climate change
was considered.
The most critical challenge is the protection of the natural habitats that give
unicity to Dobrogea. The new construction works that will intersect Natura 2000
protected natural areas (such as Danube Canarale, Hagieni Forest) will not affect the
fauna and the flora, due to the attention paid to the chosen technologies, ensuring the
lowest possible impact. Trenchless technologies are going to be used. The site impact
assessment corresponds to low negative influences. Strict measures are envisaged,
to avoid disruption of some species and habitat alteration during the construction
works. The expected long-term result of the project is the reduction of water bodies’
pollution and, consequently, the improvement of the natural conditions for the species
and habitat of community interest [23].
Nevertheless, during the period of building of new drinking or irrigation water
supply systems, we can assume that there will be a moderate impact on the environment, caused by possible inappropriate manipulation of vehicles or accidental
leakage of oils or fuels in soil or water.
The rehabilitation of the wastewater collectors and, consequently, the elimination
of uncontrolled leakage in the soil are leading factors in avoiding groundwater con-
