Introduction
The planning of any region is a long-term process since emergent issues are continuously arising. Socio-ecological system-based plans use the watershed as the
basic territorial unit. Especially, in semiarid watersheds where the aquifer is the
limiting factor and the axis of any planning. The ecosystem-based logic not always
coincides with the logic followed in cultural, administrative, legal, economic, or
social setting. Therefore, the land-use planning of a semiarid watershed has to be
constructed in a process where environmental education plays a key role. As well, it
must be a participative and creative process since the lack of data concerning subterranean water quantity, quality, and dynamics remains unmeasured and is a constant
limitation. In consequence, the planning of land-use requires a transdisciplinary
approach since land-use decisions are need to be taken by the government officials
with the participation of local inhabitants.
