be more expensive and with a greater environmental burdening, composting after mechanical sorting will yield a useless product and the
recovery of materials after mechanical sorting will not be satisfactory.
10.3.12 European Policy and legislation
European policy for USW management is brought into effect by legal texts
and programmes that promote the following:
• The recovery of materials and energy, with special emphasis on recycling of materials and with specific quantitative goals that increase in
the course of time
• Volume reduction and maximum packaging valorization, with a corresponding minimization of burial
• Obligatory USW processing before they are taken to burial
• Gradual reduction of biodegradable USW (fermentable materials and
paper) that are taken to burial, so that in the long run only an inert
part of rubbish will be allowed to be carried to landfills
• Prevention of health and safety problems for those working in USW
management through encouragement of rubbish separation at source
and avoidance of manual mixed USW sorting
